Born in Namur on 31 January 1949, Michel Lebrun has been a member of the Committee of the Regions since 1994 and sits on the commission for the environment, climate change and energy (ENVE) and the commission for territorial cohesion policy (COTER). He has drafted many opinions for the Committee of the Regions and is an expert in the fields of energy, resource efficiency and waste reduction.

At the local level, he was Vice-President of Belgium's Walloon parliament, Minister of higher Education, Research and International Relationships in the Wallonia Brussels Federation, Minister of Infrastructure, Transport and Spatial Planning.
